Apply BC home_portal raft tokens (cream paper, charcoal sidebar, amber primary, hard radius, Space Grotesk) across desktop shell styles and shared controls. Add a lightweight Desktop i18n layer with default Chinese, top-chrome and settings language toggles, and main-path coverage for sidebar, settings nav, search, and appearance. Also aligns admin-web/web font/token previews non-blockingly.
Review needs_rework: ThemeProvider no longer lets createThemeVars / neutral accent wipe raft chrome on buzz/buzz-dark. Overlay raft shell vars after adaptive theme load, pin amber primary, and bump FOUC cache. Translate search empty/recent/actions/context and settings back/permissions/retry strings. Add raft-shell + i18n persistence unit tests.
